The ordinance is a proposal-acceptance action: H&H submitted a bid for the city’s jail coffee requirement, the bid was accepted, and the contract was created by ordinance. The contract was a one-year term (August 1, 1959 – July 31, 1960). The body of the ordinance is recorded separately in Ordinance Book I.I. p. 245 (the minutes excerpt does not reproduce pricing, volume, or specification — those would be in the Ordinance Book proper).

Significance for H&H

This is the only known primary-source attestation of H&H winning a municipal institutional contract in the project’s record. It:

Documents H&H’s reach into San Antonio government institutional supply — adjacent to but separate from the cafe-trade (Master Chef) and consumer-retail channels.
Lands in the late-G. P. Menger / pre-Albert-Menger era: G. P. Menger was president of H&H in June 1959 (Albert succeeded him in May 1960 per the 1960-05-05 announcement). T. J. Menger was Treasurer.
Predates the 1962 Continental Coffee of Chicago acquisition by ~3 years — confirming that H&H was still independent and competitive in municipal institutional bids right up to the sale.
The “Hoffman-Hayman” spelling (single n in Hoffman) is the spelling in the ordinance text — typical of period municipal records, which often drop the second n. The company’s own letterhead and trade-press references use Hoffmann-Hayman.

Curator follow-up

Pull the full text of Ordinance 27,684 from Ordinance Book I.I. p. 245 at the San Antonio City Clerk’s Office (or via the Texas State Library / SA municipal archives) to get pricing, volume specification, and any successor ordinances for FY 1960-61, FY 1961-62, etc. A series of annual renewals (if they exist) would map H&H’s municipal-supply tenure across the final pre-acquisition years.

Note on the previous KB record

The previous version of this KB page (pre-2026-05-20) described the document as a “monograph titled ‘Jail Coffee’” of pending interest. That framing was wrong — the file is City Council minutes, not a monograph, and H&H is directly named in Ordinance 27,684. The OCR pass that surfaced this was the iteration-1 baseline of the codexis-ocr-to-markdown skill evaluation (run 2026-05-20), which used pdftoppm + tesseract in parallel across the 14 pages and cross-checked against the existing Acrobat text layer. The iteration-2 with-skill rectification then produced a clean sidecar with the ordinance text rendered verbatim.
